Hongkong, 4th. June, 1903.

I have the honour to acknowledge the re-

ceipt of your Despatch No. 146 of 24th. April, enclosing a

letter from the Admiralty upon the subject of a Naval Reserve

of an area surrounding Long Harbour.

This matter has been the subject of cor-

respondence between this Government and the Commander-in-Chief

on the China Station. The copies attached of Sir Cyprian

Bridge's letter of 11th. and Sir William Gascoigne's reply of

the 21st. June, 1902, will show the position taken by this

Government.

Around the shores of Long Harbour and

Grass Island there are several villages, and a considerable

population of fishermen, who dry their nets upon the hill-

sides. Numbers of Junks and Boats belong to the harbour which

forms a harbour of refuge in typhoons. If these people are to

be removed, their various rights must be acquired at the

expense of the Admiralty. I consider that a Naval Reserve

such as that proposed would be inconvenient and that whatever

the Navy requires should be definitely acquired. There is no

difficulty in declaring the Long Harbour and Jones' Sound
